Air-to-water systems are cheaper and easier to install, while geothermal systems require higher upfront investment but offer greater efficiency and lower long-term operating costs.

Funding for heat pumps
Heat pump installation is one of the measures in municipal public calls for energy renovation of family houses and apartments. The calls of GO Grocka (05.12.2025), the City of Kragujevac (10.12.2025) and GO Stari grad (04.02.2026), for example, included it.
Whether your municipality co-finances heat pumps, and by how much, is set out in the text of its call. Municipalities publish their calls on their own schedules.
What kind of support can I expect?
In calls under the national programme the share is up to 50% for one measure and up to 65% for the advanced package of measures, with a maximum amount per measure set by the call.

Banks in Serbia offer energy efficiency loans under the GEFF programme (EBRD), for example Erste, ProCredit, Intesa, 3Bank and NLB Komercijalna banka. Check directly with the bank whether a loan covers a heat pump, and what the rate and terms are.
