Solar panel subsidies in Serbia

The state and the municipalities co-finance solar panels on family houses. The money is awarded through municipal public calls, each on its own schedule. Here are the rules, the calls we have checked and the official sources.

The next national call for households has been announced for the last quarter of 2026. Until then, municipalities publish calls from funds allocated earlier, on their own dates. Always check your municipality's website before applying.

How it works

One national programme, many municipal calls

National programme

The Ministry of Mining and Energy, supported by the World Bank, co-finances energy renovation of family houses and apartments through the programme "Clean Energy and Energy Efficiency for Citizens".

The municipality runs the call

The money does not come to you directly from the ministry. The municipality or city signs a co-financing agreement with the ministry, then publishes a public call for citizens and selects contractors in a separate call.

How much it covers

Up to 50% of the investment for one measure and up to 65% for the advanced package of measures. For socially vulnerable citizens the share can be up to 90%.

Upper limit

In the 2025 calls the maximum for solar panels was RSD 440,000 for one measure and RSD 572,000 in the advanced package. When the percentage gives a higher amount than the limit, the limit applies.

What the calls cover for solar panels

  • Solar panels and the related installation producing electricity for your own use
  • A bidirectional meter that measures electricity delivered and taken
  • Technical documentation and the contractor's report needed for the grid connection
  • Output up to the approved connection power on your electricity bill, and at most 10.8 kW

Apartments are generally not eligible for solar panels. In the calls we have read, this measure applies to family houses only.

Applying

How a household applies

  1. 01

    Watch your municipality's website

    The municipality or city publishes the call on its website. In the calls we have read, the application deadline was the 45th day after publication.

  2. 02

    Check that solar panels are in the call

    Calls cover several measures, from windows and insulation to heat pumps. Solar panels are a separate measure, for family houses only.

  3. 03

    Get a quote from a listed contractor

    Each call comes with a list of businesses the municipality has selected. The quote must come from a contractor on that list.

  4. 04

    Prepare the documents

    The application form, the quote, a copy of your ID, proof of ownership and legal status of the building, and an electricity bill. The exact list is in the call.

  5. 05

    Submit the application

    The application goes to the municipal administration in a sealed envelope, in person or by registered mail. A committee then scores the applications and publishes the list of recipients.

  6. 06

    Contract, installation and connection

    The municipality signs a contract with the selected households. After installation comes the procedure with EDS and EPS for prosumer status.

Calls we have checked

Only calls with a date and an official source. Other municipalities publish their calls on their own websites.

What Free State does

  • We visit your house and propose a system within the limits of the call and your approved connection power.
  • We prepare the quote and technical data in the form the call requires.
  • We install the system and prepare the documents for EDS and EPS.

The quote in your application must come from a contractor on the municipal list. Before you apply, ask us whether we can be the contractor in your municipality.

How we show subsidies

  • Our prices never include a subsidy. We never deduct a subsidy from a price in advance.
  • We do not promise an amount. The municipal committee decides, under the rules of the call.
  • We only show amounts and deadlines with a date and a source. The text of the call is what counts.

Green loans

Banks in Serbia offer energy efficiency loans under the GEFF programme of the European Bank for Reconstruction and Development. The programme website lists Erste Bank, ProCredit Bank, Banca Intesa, 3Bank and NLB Komercijalna banka as partners. Check rates and terms directly with the bank.

Frequently asked questions

Does the subsidy come from the state or from the municipality?

You apply to the municipality or city where the house is. The money comes from the municipal and ministry budgets together, and the municipality publishes the call and signs the contract with you.

When is the next call?

The next national call has been announced for the last quarter of 2026. Municipalities then publish their own calls, each on its own schedule, so we cannot know the exact date for your municipality in advance.

Can I get a subsidy for solar panels on an apartment?

Generally not. In the calls we have read, solar panels are a measure for family houses only.

Is the subsidy included in your prices?

No. Our prices do not include a subsidy. If you receive funds from a call, they reduce your cost under the terms of your contract with the municipality.

Does the subsidy affect net metering?

No. You obtain prosumer status with EDS and EPS, independently of the call. Households that file the metering point adaptation request by 31.12.2026 keep net metering.
